As
Montreal embarks upon the task of formulating a new planning
program and cultural policy, it is urgent to examine the
relation between the central city and the boroughs. Decentralization,
community, and participatory democracy are among the key
issues that can be studied at the level of neighbourhoods,
at the heart of our living environments.

Close
to 200 people attended the Culture and Neighbourhoods event
at Usine C on June 12. Some fifteen guest panellists
artists, researchers, cultural agents and workers
generously shared their research, points of view and experience
to illustrate the intimate relation between the development
of culture and that of the city.

PANEL
Cultures and Territory
Local development, planning and cultural action. |
Is it possible, in Montreal and in the year 2003, to make progress towards
"models of cultural action" in which the various scales of metropolis, borough, and neighbourhood are taken into account
and expressed in actions and intervention that make use of players in the cultural sector?
